Recently, the traffic accident situation in the City has become complicated, especially serious cases related to drivers using GPS devices, surveillance cameras, mobile phones and audio devices while driving.

Recently, the traffic accident situation in the City has become complicated, especially serious cases related to drivers using GPS devices, surveillance cameras, mobile phones and audio devices while driving.


In order to improve the effectiveness of ensuring traffic order and safety in Ho Chi Minh City and reduce traffic accidents in the coming time, the Traffic Police Department of Ho Chi Minh City Police will increase patrols, control and strictly handle the following violations of the law:


* Fines for vehicles participating in transportation activities with journey monitoring devices:


- Driver's journey data and continuous driving time: Penalty according to the provisions of Article 65, Clause 1 of the Road Traffic Law dated November 13, 2008 "Drivers must not exceed the driving time". Driving time does not exceed 10 hours/day and driving continuously does not exceed 4 hours”; / December 28, 2021 (amended and supplemented in Decree No. 2021/ND-CP).


- For GSHT devices that do not operate, do not transmit data or cannot connect to GSHT devices, penalties shall be imposed according to the provisions of Point d, Clause 6, Article 23, Decree No. 100/2019/ND-CP (amended and supplemented). according to Decree No. 100/2019/ND - Point d, Article 23, Decree No. CP (amended and supplemented at Point b, Article 2, Clause 12, Government Decree No. 123/2021/ND-CP dated December 28, 2019, 2021).


* Penalties for passenger transport operators, container freight transport operators, tractors using cars from 09 seats or more (including the driver) must install surveillance cameras:


- Drivers of freight vehicles who do not install cameras as required (for vehicles required to install cameras) or install cameras but do not record or store images on the vehicle (including the driver) while the vehicle is participating in traffic, the penalty is specified in Clause 100, Article 24, Clause 3, Point c of the Law as amended in Clause 1, Article 2, Clause 1, Point a of Law 123.
