Decree 151/2024/ND-CP, detailing the implementation of the Law on Road Traffic Order and Safety, officially took effect from January 1, 2025. Accordingly, Articles 27 and 28 of the Decree clearly state that trip monitoring devices (GSHT) and driver image recording devices (GNHANLX) must comply with National Technical Regulations QCVN 06:2024/BCA. However, it was not until September 25, 2025 that the Ministry of Public Security issued a decision to designate a unit to carry out testing, measurement and issuance of certificates in accordance with QCVN 06:2024/BCA. This standard is only a slight upgrade compared to the previous QCVN 31, with no major changes in technical requirements for equipment. A highlight is that the proposal from the Ministry of Public Security has been approved by the Government, leading to the development of a new draft Decree regulating GSHT and GNHANLX. This draft will be published on July 31, 2025. In Clause 2, Article 6 of the draft, the request is clearly stated: "The journey monitoring device, the device to record images of the driver and the image of the passenger compartment are integrated with artificial intelligence applications with the function of automatically analyzing and detecting unsafe acts and violations of the law on road traffic order and safety of the driver and passengers; automatically warning the driver, sending data to the service server and from the service server. Server of the Traffic Police Department to serve warnings and handle violations." Thus, equipping artificial intelligence (AI) features on GNHANLX equipment is a necessary step forward, to improve the ability to monitor and handle violations in real time. This regulation is considered timely, consistent with the trend of digitalization and the Government's orientation on strengthening traffic safety supervision in the digital era. With the above developments, the issuance of a new Decree - which may supplement or replace standards for QCVN 06 - is expected to take place soon. Therefore, transportation businesses should consider investing in products that not only meet current regulations but also have the ability to integrate AI and new features, to avoid waste due to having to replace equipment many times.
