Currently, the passenger transport industry is facing many problems that managers cannot fully monitor. For example, the situation of vehicles picking up passengers along the way, stuffing passengers, drivers listening to the phone, falling asleep, etc. This can cause traffic insecurity, causing unexpected accidents. Therefore, monitoring passengers or drivers via cameras is necessary to be able to review and handle promptly, serving the purpose of post-inspection and accidents.
However, installing surveillance cameras on vehicles is not new. Previously, when there were no mandatory regulations, many passenger transport vehicles had installed cameras for management and monitoring. However, these camera models mostly used foreign servers, the transmission line was unstable because of the narrow international bandwidth, leading to the storage of images not meeting quality requirements as well as unstable online image monitoring, causing many difficulties for the management and supervision of transport business activities.
Taking the lead in implementing this policy, the Long An Provincial Transport Management Center has coordinated with MID Vietnam to build a model of image monitoring using cameras installed on vehicles. And currently on the market, MID Vietnam is also the leading unit capable of providing solutions to support the management work of Enterprises and transport management agencies according to the requirements of Decree 10/2020/ND-CP of the Government on monitoring transport business using Cameras.
Transport surveillance cameras are a complex type. However, MID Vietnam is confident in its strengths. The Transport Surveillance Camera model that MID Vietnam deploys is called MobiCAM, which helps managers easily monitor and handle all activities of vehicles on the road.
MobiCAM fully supports tools, helping the vehicle owner to monitor easily and closely. At the same time, management work is optimized. The system is designed according to the requirements of Decree 10/2020/ND-CP. MobiCAM uses Web server and App services located in Vietnam, which can be deployed at transport enterprises or transport management agencies and transmit data to the General Department of Roads. This ensures transparency and easy close monitoring of transport enterprises as well as providing data to other monitoring agencies such as traffic police, traffic inspectors, etc.
From this transport surveillance camera system, managers can monitor all images and GPS locations online, and can review them on the server when the vehicle is turned off. The device is manufactured in a transport environment, operates continuously and has high working temperatures. Data is stored according to regulations and can be sent immediately as directed by the transport management agency. MobiCAM is suitable for use with many means of transport and different working environments. Thereby, they will help the management board and those doing the inspection and supervision work to proactively grasp the situation to promptly handle related incidents in passenger transport, improve management skills and service quality.
Accordingly, in the recently issued Decree 10/2020/ND-CP, it is clearly stated that “Before July 1, 2020, all passenger transport vehicles with 9 seats or more and container trucks must install cameras on the vehicle, transmitting data to the server to serve the monitoring work of agencies, police, traffic inspectors, ...”
