According to Article 31 of Government Decree 119/2024, car owners must work with toll service providers to convert their current toll accounts into transportation accounts and connect them with cashless payment methods (bank accounts, e-wallets, credit cards) before October 1, 2025. The Government has given a one-year transition period (from October 1, 2024, to October 1, 2025) for individuals and businesses to complete the conversion. After this deadline, vehicles without transportation accounts will not be able to pass through electronic toll collection (ETC) stations.


Under the regulation, toll service providers must complete the transfer of any remaining balance from the old toll accounts to the payment method linked with the transportation account before the deadline. Vehicle owners must also ensure sufficient balance in their bank account or e-wallet for fee payments when traveling. If the balance is insufficient, vehicles will not be allowed to pass through toll stations on expressways, and drivers will be required to use mixed toll lanes on national highways or make other forms of payment at the toll station.


Each toll service provider already has cashless payment options (ePass connects with Viettel Money, MoMo, Visa, etc.; VETC offers the VETC Wallet). The conversion process from a toll account to a transportation account takes only 5–10 minutes via the service provider’s application. The Vietnam Directorate for Roads advises vehicle owners to complete the conversion early to avoid disruptions in travel after October 1, 2025.
