On July 10, 2025, the Ministry of Construction, chaired by Deputy Minister Lê Anh Tuấn, held a meeting with the Vietnam Automobile Transport Association to address difficulties in vehicle inspections for transport businesses, particularly cases where the license plate information (not yet changed from white to yellow) does not match the vehicle registration.
The Association proposed extending the deadline to June 30, 2026, to allow vehicles with unchanged registrations (from T to V plates) to continue being inspected. This is due to challenges from social distancing measures during the Covid-19 pandemic and difficulties in retrieving vehicle registration documents held as collateral by banks, especially those under investigation. The Ministry requested the Association to compile data on the number of affected vehicles, identify reasons, categorize cases, propose specific solutions, and set a timeline for implementation. It also urged coordination with local Departments of Construction to review vehicles issued transport badges and encourage businesses to report their vehicle status. The Ministry called on the State Bank of Vietnam to instruct banks to assist businesses in retrieving registration documents for updates.
The Traffic Police Department noted that, under Circular 58/2020, transport business vehicles were required to change license plates and registrations by December 31, 2021, with penalties for non-compliance. Approximately 15,000 vehicles remain non-compliant. While agreeing to address the issue, the Department requested clarification on the purpose of the proposed extension and a list of banks causing difficulties. The State Bank of Vietnam reported no specific data on affected vehicles, stating that issues often relate to businesses’ creditworthiness. The Ministry of Justice suggested identifying whether challenges stem from legal provisions or enforcement, citing regulations (Road Traffic Law, Decree 166/2024) that allow inspection refusals for mismatched information, and recommended the Association negotiate with banks to support businesses.
The Vietnam Register emphasized that yellow license plates identify transport business vehicles, which require shorter inspection cycles due to high operational frequency. Synchronized information is essential for vehicle identification, data standardization, and road safety.
