Change of address after the merger of provinces/cities: Is vehicle re-inspection required?

A change of address due to the merger of provinces/cities does not require vehicle owners to undergo immediate re-inspection. Owners only need to update their address during the periodic inspection to ensure information consistency, saving time, costs, and effort.


According to representatives of inspection centers, the regulations in QCVN 122:2024 and Circular 47/2024 issued by the Ministry of Transport (now the Ministry of Construction) do not require vehicle owners to have their vehicles re-inspected immediately after an administrative merger changes their address. The reason is that the purpose of vehicle inspection is to assess the technical safety and environmental protection standards of road motor vehicles, and a change of address does not affect these factors. Therefore, if your vehicle’s inspection certificate is still valid, you can continue to operate it as normal.


Following administrative mergers, many localities have renamed or combined wards and districts, causing the address information on the old inspection certificate to become outdated. At the next periodic inspection, vehicle owners can visit any inspection center nationwide and provide the new address so that staff can update the information in the vehicle records and issue a new inspection certificate.
